That section will help you to create your own Play lists. Its window contains of two parts:
In here you can see al the Lists you have created, theirs sizes, how many files are in each List (Count column) and the date and time of creating.
As well Play Lists window allows you to Read the data fom your phone, Create new Lists or Delete unneeded ones, Save Lists to the files and Upload them from saved files and Write the data back to your phone.
When clicking on the choosed List with the right mouse button, you see the pop-up menu:
The second part of the window is used for working with the List's contents:
In here you can Read the data from the phone, add new files to your Play Lists from the program's Gallery manager, or the ones stored on your PC, move the files upper or down, listen to them and write changed data back to your phone.
